Description: Residential care services to be provided in the Premises of Choi Yuen Road

Collection of Tender Documents: Tender documents and pre-addressed envelopes for the return of tenders are obtainable during office hours from the Contract Management Section of the Social Welfare Department at 6/F, West Coast International Building, 290-296 Un Chau Street, Sham Shui Po, Kowloon.
Submission of Tenders: A tender must be placed and sealed in two separate envelopes.  The “Offer to be Bound”, the “Non-collusive Tendering Certificate”, the “Technical Proposal” and the “Financial Information Submission” must be placed and sealed in one envelope while the “Volume Proposal” must be placed and sealed in another envelope.

Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelopes (but should not bear any indication which may relate the tender to the tenderer), addressed to the Chairman, Central Tender Board, and be deposited in the Government Secretariat Tender Box situated at the Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong before 12:00 noon (Hong Kong time) on 16 July 2021 (Friday).  Tenders must be deposited in the tender box as specified in this tender notice (“Specified Tender Box”) before the tender closing time.  Late tenders or tenders not deposited in the Specified Tender Box will not be considered.

In case tropical cyclone warning signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the tender closing date, the tender closing time will be extended to 12:00 noon (Hong Kong time) on the first working day after the tropical cyclone warning signal No. 8 is lowered, or the black rainstorm warning signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the tender closing date, the Government will announce extension of the tender closing time until further notice.  Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable.  The above announcements will be made via press releases on the website of Information Services Department (http://www.info.gov.hk/gia/general/today.htm).

1. A site visit to the Premises of Choi Yuen Road will be arranged on 17 June 2021 from 10:00 a.m. to 12:00 noon.

3. Tenderers who wish to attend the site visit and/or the briefing session shall nominate representatives and send an email listing the name of organisation/company, names and post titles of the nominated representatives, session(s) to attend (i.e. site visit and/or briefing session), as well as the name, post title, email address, telephone number and facsimile number of the contact person, to cmenq@swd.gov.hk on or before 15 June 2021 at 6:00 p.m.  Owing to the infection control measures arising from COVID-19, tenderers who wish to attend the briefing session are only allowed to nominate ONE representative.  The Department reserves all rights to reject the attendance of site visit and/or briefing session of any person who is not an eligible potential tenderer and will not entertain onsite enrollment.
4. In case tropical cyclone warning signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time during the two hours prior to the start of the site visit, the site visit will be postponed.  The site visit will be rescheduled and enrolled participants will be informed of the new arrangement in due course.
5. In case tropical cyclone warning signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time during the two hours prior to the start of briefing session, the briefing session will be postponed.  The briefing session will be rescheduled and enrolled participants will be informed of the new arrangement in due course.
6. This tender is NOT covered by the Agreement on Government Procurement of the World Trade Organization.
7. Open tendering is adopted.  All interested contractors/suppliers/service providers are invited to tender.
8. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the tender with the highest score or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.

Description: The works include conversion of an existing primary school into an integrated social welfare complex and the associated building services works, together with drainage and external works. The existing school building consists of a 7-storey high block and a 1-storey low block.  The construction floor area is 5,325 square metres.  The main contract is scheduled to commence in October 2021 and will take about 17 months to complete.

Submission of Tenders: Sealed tenders in duplicate must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer), addressed to the Chairman, Public Works Tender Board, and placed in the Public Works Tender Box situated in Room 503 on the 5th Floor, Low Block of the Queensway Government Offices, 66 Queensway, Hong Kong. Tenders must be deposited in the tender box as specified in this tender notice (“Specified Tender Box”) before the tender closing time.  Remarks: Selective tendering is adopted. Contractors on the List of Approved Contractors for Public Works in Groups A and B for Buildings Category or joint ventures with participation of local and/or overseas contractors with the lead participant or the major shareholder being on the above-mentioned approved list/category/group who also meet the qualifications and conditions for participation stipulated in the tender documents are invited to tender.

The detailed requirements for joint ventures with participation of local and/or overseas contractors, if applicable, are stipulated in the tender documents.

Contractors will be liable to have their names removed from the approved list(s) if they fail or refuse to implement an accepted tender.

This tender is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.  This notice also serves as a summary notice required under the Agreement on Government Procurement of the World Trade Organization.

A charge will be levied for delivery of tender documents where the delivery of tender documents is requested by a tenderer.  A written request must be made.

The Government of the Hong Kong Special Administrative Region does not bind itself to accept any tender irrespective of whether the tender is the lowest bid or, where the assessment of the tenders is based on a marking scheme or formula approach, the tender with the highest overall score.

The Government of the Hong Kong Special Administrative Region reserves the right to negotiate with any tenderer about the terms of the offer.
