May 2020Announcement of the Result of Invitation for Proposals for Implementing the Pilot Scheme on Social Work Service for Pre-primary Institutions (Phase 3)

The Social Welfare Department (SWD) has earlier invited eligible non-governmental organisations (NGOs) to submit proposals to implement the Pilot Scheme on Social Work Service for Pre-primary Institutions (Phase 3).  A total of 24 proposals were received and a Vetting Committee (Committee) was set up to conduct assessment of the proposals. Upon the recommendation of the Committee, SWD has selected the following 23 proposals (including 7 operating Full Social Work Teams and 16 operating Half-teams) to implement the services of the Pilot Scheme (Phase 3) –

May 2020"Scheme on Relief Grants for Interest Class Instructors Hired by Organisations Subvented by the Social Welfare Department" is open for application from 15 May 2020 to 15 June 2020

"Scheme on Relief Grants for Interest Class Instructors Hired by Organisations Subvented by the Social Welfare Department (SWD)" (The Scheme) is open for application from 15 May 2020 for one month with 15 June 2020 as the closing date.  Completed application forms are to be submitted to SWD through subvented welfare service units concerned.

A one-off relief grant of HK$7,500 will be provided for each eligible interest class instructor.  Details can be downloaded here: For those instructors who have submitted applications to the Education Bureau for relief grants for school instructors of learning/interest classes or to the Leisure and Cultural Services Department for relief grants for registered sports coaches, further submission to SWD is not required.

May 2020Announcement of the List of Non-governmental Organisation (NGO) Operators for the Eighth Batch of Child Development Fund (CDF) Projects

The Social Welfare Department has awarded 27 projects to 22 NGOs for operating the eighth batch of CDF Projects.  The NGO operators will start to recruit participants and mentors from June 2020 and commence operation from September 2020.

May 2020SWD launches Anti-virus Coating Spray Subsidy for residential care homes for the elderly and residential care homes for persons with disabilities

The Social Welfare Department (SWD) launched an Anti-virus Coating Spray Subsidy on 4 May 2020 to support all the some 1 000 Residential Care Homes for the Elderly (RCHEs) and Residential Care Homes for Persons with Disabilities (RCHDs) to give their premises an anti-virus coating spray for stepping up infection control. 

The subsidy is one of the items approved by the Anti-epidemic Fund Steering Committee on 20 April 2020, with a total subsidy amount of $80 million.

All subvented, contract, self-financing and private RCHEs and RCHDs with a valid licence as at 30 April 2020 are eligible to apply for the subsidy.  The ceiling of the subsidy amount for each RCHE or RCHD is calculated on the basis of the floor area of the home. 

The SWD issued letters on 4 May 2020 to invite eligible RCHEs and RCHDs to apply for the subsidy.  Following a streamlined confirmation procedure, the RCHEs and RCHDs may procure the anti-virus coating spray service on their own for one-off or multiple applications of coating to provide disinfection protection for an aggregate of no less than 180 days.  The coating spray must be started on or before 31 August 2020.
May 2020Application Deadline Extended for the Partnership Fund for the Disadvantaged – the Sixth Round Dedicated Portion

In view of the latest situation of novel coronavirus outbreak and the extended suspension of classes in school, the deadline for submission of applications for the Partnership Fund for the Disadvantaged – the Sixth Round Dedicated Portion will be further extended from 5 May 2020 to 30 September 2020 so as to allow more time for applicants to prepare and submit their applications.  For enquiries, please contact the Secretariat on 3468 2710.
May 2020Application for "The Jockey Club IT Scheme for People with Visual Impairment" and/ or "Central Fund for Personal Computers"

"The Jockey Club IT Scheme for People with Visual Impairment" (The Scheme) (30th round) and "Central Fund for Personal Computers" (The Fund) (42nd round) now accept applications.  The deadline for both the Scheme and Fund is 2 June 2020. The Scheme has been further enhanced since October 2015, including expansion of coverage on subsidy to purchase accessories/portable devices for PVI.

Eligible organisations, educational institutes and individual persons with visual impairment may apply for "The Jockey Club IT Scheme for People with Visual Impairment" whereas "Central Fund for Personal Computers" is for eligible persons with disabilities engaging in self-employment at home or supported employment service at home.

May 2020Invitation of eligible elderly persons to apply for joining the Pilot Scheme on Residential Care Service Voucher for the Elderly

The Social Welfare Department (SWD) launched the Pilot Scheme on Residential Care Service Voucher (RCSV) for the Elderly in March 2017.  Under the Pilot Scheme, a total of 3 000 RCSVs will be issued to eligible elderly persons.  SWD has sent invitation letters to eligible elderly persons on 29 April 2020 with their application dates for long-term care services on or before 31 December 2019, inviting them to consider applying for RCSVs by 20 May 2020.  For more information about the Pilot Scheme, please click here.

The Social Welfare Department (SWD) has earlier invited eligible non-governmental organisations (NGOs) to submit proposals for operation of the Pilot Project on Tier 1 Support Services in Kindergartens/Kindergarten-cum-Child Care Centres (the Pilot Project).  A total of 11 proposals were received and a Vetting Committee (VC) was set up to conduct assessment of the proposals.  Upon the recommendation of the VC, SWD has selected the following six NGOs to operate the Pilot Project for 20 months:

May 2020Withdrawal of social security payment outside Hong Kong by recipients/appointees of Portable Comprehensive Social Security Assistance Scheme, Guangdong Scheme and Fujian Scheme

To strictly control the epidemic of coronavirus, Government of Hong Kong Special Administrative Region has imposed a 14-day compulsory quarantine on people (including Hong Kong residents) entering Hong Kong from the Mainland since 8 February 2020 up to 7 June 2020. 

Recipients/Appointees of the Portable Comprehensive Social Security Assistance Scheme, Guangdong Scheme and Fujian Scheme may not be able to return to Hong Kong as usual to withdraw Comprehensive Social Security Assistance/Old Age Allowance/Old Age Living Allowance due to the above measure.  To facilitate the withdrawal of monthly assistance/allowance outside Hong Kong by the recipients/appointees, retail banks in Hong Kong have put in place a special arrangement, supporting the use of the ATM cards (including debit cards and those credit cards with cash withdrawal function) issued by banks in Hong Kong to withdraw cash outside Hong Kong, and allowing recipients/appointees of the above schemes to activate the cash withdrawal function of their ATM cards on the Mainland through different bank channels (including bank hotlines) without the need to return to Hong Kong in-person, for the convenience of withdrawing assistance/allowance outside Hong Kong.   Furthermore, some of the banks in Hong Kong have also put in place arrangements for authorizing the banks through remote channels including by post to arrange remittance, so as to facilitate the recipients/appointees of the above schemes to establish standing instructions for banks to remit monthly assistance/allowance to their designated bank accounts on the Mainland without the need to return to Hong Kong in-person. The Social Welfare Department (SWD) has earlier invited eligible non-governmental organisations (NGOs) to submit proposals to operate two new Day Care Centres for the Elderly at (i) 1/F, Fu Fai House, Fu Shan Estate, Wong Tai Sin and (ii) G/F, Chun Yi House, Chun Yeung Estate, Fo Tan, Sha Tin.  Two Vetting Committee (VCs) were set up to conduct assessment of all the proposals received. Upon the recommendations of the VCs, SWD has selected the following NGOs to operate the two DEs:

May 2020Outreaching Teams for Ethnic Minorities

The Social Welfare Department commissioned three non-governmental organisations to set up three outreaching teams for ethnic minorities (OTEM) on mainly Hong Kong Island, in Kowloon and the New Territories on 1.3.2020 to proactively reach out to ethnic minorities (EMs) and connect those in need with mainstream welfare services.  The outreaching team acts as a gateway to mainstream welfare services for EMs to early identify the needy EMs for early intervention through the provision of a package of services with the objectives of forestalling occurrence of family problems, enhancing the problem solving capacity, family relationship and support network of EM service users for early integration into the local community in pursuit of social inclusion and racial harmony.
