Social Welfare Department is inviting eligible bona-fide non-profit making charitable organisations granted a tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap.112) currently operating at least one Residential Care Home for the Persons with Disabilities (RCHD) or Residential Care Home for the Elderly (RCHE) to submit proposal(s) for operating three new Service Bundles, which would provide a total of about 1 710 places of day training and residential care service places for persons with disabilities in order to strengthen the support for persons with disabilities and their families/carers.  The closing date and time for submission for proposal(s) is on 7 July 2021(Wednesday) at 5:00 p.m.

Jun 2021Provision of one-off extra allowance to recipients of Social Security Payments

The Legislative Council passed the Appropriation Bill 2021 on 28 April 2021 for implementing the measures as announced by the Financial Secretary on 24 February 2021 to provide additional half-month of standard rate for Comprehensive Social Security Assistance recipients and additional half-month of allowance for Old Age Allowance (OAA) [including OAA under the Guangdong (GD) Scheme and Fujian (FJ) Scheme], Old Age Living Allowance (OALA) (including OALA under the GD Scheme and FJ Scheme) and Disability Allowance recipients under the Social Security Allowance Scheme.  

Eligible recipients will receive the one-off additional payment starting from 24 May 2021 and the payment will be credited to the designated Hong Kong bank accounts of the recipients.  Recipients are not required to make application.

The Rehabilitation and Medical Social Services Branch now invites the bona-fide non-profit making organisation granted a tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap. 112) and has been providing rehabilitation service(s) for pre-school children with disabilities to submit proposal by using the prescribed Application Form for operating a new Early Education and Training Centre (EETC) at Fu Tip Estate, Tai Po.

Non-governmental Organisations operating subvented elderly services or the bona-fide non-profit making charitable organisations granted tax-exemption status under section 88 of the Inland Revenue Ordinance, Chapter 112 with proven experience of providing elderly centre services for a continuous period of at least 24 months immediately before the closing date of this Invitation of Quality Service Proposals, are invited to submit proposal by using the prescribed Application Form for operating a new Neighbourhood Elderly Centre (NEC) at Queens Hill Community Complex, 6 Lung Chun Road, Fanling (Queens Hill).

Jun 2021Invitation of eligible elderly persons to apply for joining the Pilot Scheme on Residential Care Service Voucher for the Elderly

The Social Welfare Department (SWD) launched the Pilot Scheme on Residential Care Service Voucher (RCSV) for the Elderly in March 2017.  Adopting the "money-following-the-user" principle, the Pilot Scheme provides an additional choice for elderly persons in need of residential care services and are waitlisting for care-and-attention places on the Central Waiting List.  SWD sent invitation letters to eligible elderly persons on 30 April 2021 with their application dates for long-term care services on or before 28 February 2021, inviting them to apply for RCSVs.  For more information about the Pilot Scheme, please click here
Jun 2021The third batch of Arts Development Fund for Persons with Disabilities to be open for application

The third batch of Arts Development Fund for Persons with Disabilities is open for application on 29 March 2021 and the deadline for submission is 28 June 2021.  Non-governmental organisations (NGOs) granted tax-exempted status under section 88 (Cap.112) of the Inland Revenue Ordinance, with at least two years of experience in organising structured arts activities or training programmes for Persons with Disabilities are eligible to make application.  Please click here for more details and download the latest version of the application form.
Jun 2021COVID-19 Vaccination Programme

The Government has launched the "COVID-19 Vaccination Programme" (Vaccination Programme).  In the first phase of the Vaccination Programme, vaccination will be provided free of charge on voluntary basis to 5 priority groups, including persons aged 60 years or above.  The persons concerned can make bookings at the website designated for the Vaccination Programme (www.covidvaccine.gov.hk) for receiving vaccination at the Community Vaccination Centres or designated general outpatient clinics of the Hospital Authority.  They can also contact the private clinics participating in the Vaccination Programme direct to make appointments.  Please visit the designated website for details and updated information on the Vaccination Programme.

Elderly persons who need assistance in making online bookings or appointments at private clinics participating in the Vaccination Programme can approach nearby District Elderly Community Centres, Neighbourhood Elderly Centres and Social Centre for the Elderly or contact the respective Integrated Home Care Services teams / Enhanced Home and Community Care Services teams / Day Care Centres/Units for the Elderly, or call Social Welfare Department Hotline  2343 2255.

Jun 2021Temporary Testing Centres for Staff Members of Residential Care Homes for the Elderly, Residential Care Homes for Persons with Disabilities and Nursing Homes to Undergo Compulsory Testing

The Government will set up a mobile specimen collection station in Wong Chuk Hang Recreation Ground to replace Wong Chuk Hang Temporary Testing Centre from 15 December 2020 with a view to providing free COVID-19 testing service to the public (including Staff Members of Residential Care Homes for the Elderly, Residential Care Homes for Persons with Disabilities and Nursing Homes).  Wong Chuk Hang Temporary Testing Centre and Wan Chai Temporary Testing Centre will operate up to and including 14 December 2020.  Updated information on Temporary Testing Centres is as follows:

Jun 2021Compulsory Testing for Staff of Residential Care Homes for the Elderly (RCHEs), Residential Care Homes for Persons with Disabilities (RCHDs) and Nursing Homes (NHs) - Mobile Specimen Collection Stations

To facilitate staff Note1 of RCHEs, RCHDs and NHs (homes) to undergo nucleic acid tests for COVID-19, the Government will from time to time set up temporary testing centres. Besides, mobile specimen collection stations have also been set up.  Apart from undergoing testing at Community Testing Centres or self-arranged testing at their own expenses, home staff may also bring the Testing Registration Forms completed by their homes to the following 5 mobile specimen collection stations for on-site registration so as to receive specimen collection services using combined nasal and throat swabs for testing. The said services do not accept advanced booking and are offered free of charge.

Note1 : Persons (including full-time, part-time and relief staff) who are employed by and on duty at RCHEs, RCHDs, NHs and day service units attached to the premises of RCHEs or RCHDs, or who provide services to residents or users through a hire-of-service contract with the homes or aforementioned units during the applicable period.

Persons who are subject to compulsory testing and undergo testing at the mobile specimen collection stations will be deemed to have undergone a test at a community testing centre.  People whose test results are negative will be informed by SMS through their mobile phones.

Jun 2021Temporary Testing Centres for Staff Members of Residential Care Homes for the Elderly, Residential Care Homes for Persons with Disabilities and Nursing Homes to Undergo Compulsory Testing

The Secretary for Food and Health on 30 November 2020 issued a compulsory testing notice under section 10(1) of the Prevention and Control of Disease (Compulsory Testing for Certain Persons) Regulation (Cap. 599J), requiring staff members of residential care homes for the elderly, residential care homes for persons with disabilities and nursing homes to undergo polymerase chain reaction-based nucleic acid tests for the coronavirus disease 2019 (COVID-19) in Community Testing Centres or under self-arrangement during the period from 1 to 14 December 2020.  The sample must not be taken by the staff members themselves. 

To facilitate the above arrangement for the concerned care home staff to undergo the COVID-19 nucleic acid test, the Government may from time to time set up Temporary Testing Centres as necessary.  These Temporary Testing Centres are specifically for the above target groups to facilitate them to undergo compulsory testing.

It is hereby announced the setting up of the following Temporary Testing Centres :

Jun 2021Invitation for Applications for Joining the Third Phase of the Pilot Scheme on Community Care Service Voucher for the Elderly as Recognised Service Providers

The Social Welfare Department (SWD) is now inviting eligible non-governmental organisations (NGOs), social enterprises (SEs), non-profit-making organisations, private organisations, medical/rehabilitation service operators and licensed private hospitals to submit applications for joining the Third Phase of the Pilot Scheme on Community Care Service Voucher for the Elderly (the Pilot Scheme) as Recognised Service Providers (RSPs). 

An eligible applicant for RSP should meet one of the following conditions listed below –

a. a NGO/SE [being a bona fide non-governmental and non-profit-making organisation, charitable institution, or trust of a public character that is exempt from tax under Section 88 of the Inland Revenue Ordinance (Cap. 112)] or a private organisation with proven experience of directly providing elderly care services, either community care services (CCS) or residential care service, for a continuous period of at least six months immediately preceding the submission date of application; or
b. a medical/rehabilitation service operator with proven experience of directly providing CCS for a continuous period of at least six months immediately preceding the submission date of application; or
c. a licensed private hospital.

The CCS provided by the applicant should cover at least two types of core care services.  Types of core care services refer to (i) rehabilitation exercise provided by physiotherapist/occupational therapist; (ii) special/basic nursing care provided by registered/enrolled nurse; and (iii) personal care (including food-feeding, transfer, showering/bathing, toileting/diaper changing, changing of clothes, meals delivery, home making, escort, etc.) provided by health worker/personal care worker.

The eligible NGOs, non-profit-making organisations and SEs can also apply for a one-off seed money for purchase of vehicle as well as furniture and equipment needed for service operation.

Jun 2021Invitation of Eligible Residential Care Homes for the Elderly to Apply for Joining the Pilot Scheme on Residential Care Service Voucher for the Elderly

The Social Welfare Department (SWD) has earlier invited applications from operators of eligible residential care homes for the elderly (RCHEs) to apply for participating in the Pilot Scheme on Residential Care Service Voucher for the Elderly (the Pilot Scheme) as Recognised Service Providers (RSPs). All RCHEs providing non-subsidised residential care places for the elderly and meeting the space standard, staffing requirements as well as specified requirements in track record, are eligible to apply as RSPs. The Pilot Scheme has been extended for 3 years from March 2020 to March 2023.

SWD now continues to invite applications from operators of eligible RCHEs to apply for participating in the Pilot Scheme as RSPs and implements enhancement measures during the Pilot Scheme as extended in order to increase the flexibility of the scheme and streamline the administrative procedure.

Jun 2021Withdrawal of social security payment outside Hong Kong by recipients/appointees of Portable Comprehensive Social Security Assistance Scheme, Guangdong Scheme and Fujian Scheme

To strictly control the epidemic of coronavirus, Government of Hong Kong Special Administrative Region has imposed a 14-day compulsory quarantine on people entering Hong Kong from the Mainland (other than persons returning to Hong Kong under the Return2hk Scheme since 23 November 2020) since 8 February 2020 up to 30 September 2021.

Recipients/Appointees of the Portable Comprehensive Social Security Assistance Scheme, Guangdong Scheme and Fujian Scheme may not be able to return to Hong Kong as usual to withdraw Comprehensive Social Security Assistance/Old Age Allowance/Old Age Living Allowance due to the above measure.  To facilitate the withdrawal of monthly assistance/allowance outside Hong Kong by the recipients/appointees, retail banks in Hong Kong have put in place a special arrangement, supporting the use of the ATM cards (including debit cards and those credit cards with cash withdrawal function) issued by banks in Hong Kong to withdraw cash outside Hong Kong, and allowing recipients/appointees of the above schemes to activate the cash withdrawal function of their ATM cards on the Mainland through different bank channels (including bank hotlines) without the need to return to Hong Kong in-person, for the convenience of withdrawing assistance/allowance outside Hong Kong.   Furthermore, some of the banks in Hong Kong have also put in place arrangements for authorizing the banks through remote channels including by post to arrange remittance, so as to facilitate the recipients/appointees of the above schemes to establish standing instructions for banks to remit monthly assistance/allowance to their designated bank accounts on the Mainland without the need to return to Hong Kong in-person.
