Highlights of the Year 2024-25

Lump Sum Grant (LSG) Subvention System
Under the LSG Subvention System, subvention is allocated by SWD annually to non-governmental organisations (NGOs) for the operation of welfare services.  As at the end of March 2025, 179 NGOs were receiving recurrent subventions under LSG, operating a total of around 2 700 service units.  Subject to compliance with the requirements of the Funding and Service Agreements and relevant statutory requirements (if applicable), NGOs may flexibly and efficiently deploy their subvention allocations to provide appropriate welfare services.

Dedicated Fund 
SWD launched a five-year Dedicated Fund of $500 million in late May 2024 to support NGOs operating subvented welfare services in implementing staff training and system enhancement projects, particularly in enhancing the professional knowledge of staff, heighten awareness of inter-disciplinary collaboration, and encouraging and promoting the application of information technology.  As at 31 March 2025, SWD had received applications for around 330 projects, involving a total allocation of approximately $80 million.
