Highlights of the Year 2022-23

Community Care Services for the Elderly

  • Home Care and Support Services for Elderly Persons with Mild Impairment
The service was regularised in January 2023.  It provides home care and support services to elderly persons who are assessed to have mild impairment according to their needs, with a view to delaying their health deterioration and facilitating their ageing in place.  The service capacity is 4 000 places.

  • Pilot Scheme on Community Care Service Voucher for the Elderly (The Pilot Scheme)
Continued to implement the third phase of the Pilot Scheme, which offers an additional choice for eligible elderly persons under the funding mode of “money-following-the-user”.  In October 2022, the Government announced in the Policy Address that the Pilot Scheme would be regularised in the third quarter of 2023 and the number of beneficiaries would increase in phases from 8 000 in 2022-23 to 12 000 in 2025-26.  The coverage of the Pilot Scheme will also be expanded to include rental of assistive technology products.
