Support Fund for HIV / AIDS Patients and their Families

Established by the Council for the AIDS Trust Fund (Council) in April 2003.  The Social Welfare Department (SWD) helps administer this Support Fund within the provisions of the Director of Social Welfare Incorporated, Cap. 1096.  The Council has approved the Department's application for funding support to continue the Support Fund till July 2026.

Beneficiaries

HIV/AIDS patients and their families in need in Hong Kong.

Categories of assistance

  1. temporary maintenance to meet basic needs at the rate of Comprehensive Social Security Assistance (CSSA) Scheme despite ineligibility for CSSA or while pending a decision on the eligibility for CSSA;
  2. special expenses in connection with convalescence, such as purchase/use of equipment as recommended by medical officers, occupational therapists, etc.;
  3. travelling expenses associated with patient’s hospitalisation, attendance of out-patient medical consultations or activities organized for patients;
  4. other expenses on essential items, such as supplement for rent, education fees;
  5. burial grants for needy patients; and
  6. small amount of cash grants as pocket money for needy in-patients.

Application

HIV/AIDS patients and their families in Hong Kong can make self-application for grant under this Fund.  Social workers of non-governmental organisations and other helping professionals, such as medical practitioners, nurses, etc. are also welcome to explain to HIV/AIDS patients in need to make direct application.  All applications should be made to either of the following Medical Social Services Units of SWD. Confidentiality

Applicants should give consent for revealing their HIV/AIDS status to SWD and for SWD’s checking of their HIV/AIDS status with the Department of Health, the Hospital Authority or the responsible medical institutes, if necessary, in relation to their applications.  Staff of SWD will preserve confidentiality of any applicant’s HIV/AIDS status.

Processing of the applications

No service charge will be imposed.  Payment of grant for successful applicants may be made in cash or by cheque with proper payment procedures.  Original supporting documents may be required for checking and audit purposes.  When an application is rejected, the applicant will be informed by way of a letter from SWD.
