Young Offender Assessment Panel

Service Description

The Young Offender Assessment Panel (YOAP) is a special board jointly set up by the Social Welfare Department (SWD) and the Correctional Services Department (CSD) to provide co-ordinated professional views to judges / magistrates on the most appropriate rehabilitation programme in the sentencing of young offenders.

Target Group

  • Male offenders aged 14 to under 25
  • Female offenders aged 14 to under 21

Service Content

Upon receiving referrals from judges / magistrates, the YOAP members who are representatives from both departments will study all the SWD and CSD suitability reports and relevant materials on the cases. They will also interview each young offender, examine all viable treatment options for the young offender concerned and provide a recommendation on the most appropriate rehabilitation programme to judges / magistrates for reference on sentencing.
