Service Description

The Social Welfare Department (SWD) provides residential training for mal-adjusted children / juveniles and young offenders through social work intervention to give effect to the directions of the court. To achieve service synergy and enable shared use of facilities, SWD co-located in 2007 six correctional and residential homes in a multi-purpose residential complex, namely the Tuen Mun Children and Juvenile Home (TMCJH), which serves the functions of a place of refuge, a remand home, an approved institution (probation home) and a reformatory school. The capacity of TMCJH is 388.

Target Group

TMCJH is a gazetted home providing temporary custody and residential training for children / juveniles and young offenders in accordance with the statutory requirements of -

  • Immigration Ordinance (Chapter 115)
  • Protection of Children and Juveniles Ordinance (Chapter 213)
  • Reformatory Schools Ordinance (Chapter 225)
  • Juvenile Offenders Ordinance (Chapter 226)
  • Probation of Offenders Ordinance (Chapter 298)
  • Child Abduction and Custody Ordinance (Chapter 512)

Service Content

  • Education and vocational training
    Provision of academic, generic and vocational training to enable residents to pursue further studies or enhance their employability.
  • Individual counselling and group work services
    Provision of individual counselling and various therapeutic groups to assist residents to handle personal problems and improve family relationship.
  • Community connection
    Establishment of community connection through arranging residents to participate in community activities and voluntary services to facilitate their reintegration into the community.
  • Recreational activities
    A wide range of recreational activities are organised to develop healthy leisure pursuits and hobbies.
  • Guardian visit/Family work/Leave of absence
    Parents or guardians are welcome and encouraged to visit their children. For residents of the probation home and reformatory school, leave of absence will be granted to facilitate family reunion.
  • Medical care
    To address residents’ medical need, the home provides nursing service by the home’s nurses and regular medical services by the visiting medical officers.
  • Meal Provision
    The home provides daily diet for the residents according to the advice provided by registered dietician.
