Correctional / Residential Home
Service Description
Correctional / residential home provides residential training for maladjusted children, juveniles and young offenders through social work intervention to give effect to the directions of the courts. The Social Welfare Department, in accordance with statutory requirements under relevant ordinances, operates a multi-purpose correctional / residential home, i.e. Tuen Mun Children and Juvenile Home (TMCJH), providing services of a place of refuge, a remand home, an approved institution (probation home) and a reformatory school.
Service Target
TMCJH is a gazetted home providing temporary custody and residential training for children, juveniles and young offenders in accordance with the statutory requirements of -

- Immigration Ordinance (Chapter 115, Laws of Hong Kong)
- Juvenile Offenders Ordinance (Chapter 226, Laws of Hong Kong)
- Probation of Offenders Ordinance (Chapter 298, Laws of Hong Kong)
- Protection of Children and Juveniles Ordinance (Chapter 213, Laws of Hong Kong)
- Reformatory Schools Ordinance (Chapter 225, Laws of Hong Kong)
Service Scope
- Individual counselling and group work services
Providing individual counselling and therapeutic groups to assist residents to handle personal issues and improve family relationship - Education and vocational training
Providing academic and vocational training to assist residents to pursue further studies or enhance their employability - Community connection
Establishing community connection for residents through arranging their participation in community activities and voluntary services to facilitate their reintegration into the community - Recreational activities
Organising a range of recreational activities to develop healthy leisure pursuits and hobbies - Guardian visit / Leave of absence
Encouraging parents or guardians to visit their children. Leave of absence will be granted to residents of the probation home and reformatory school to facilitate family reunion - Meal provision
Providing daily diet for residents according to the advice of registered dietician - Medical care
Providing nursing service and visiting medical officer’s service to address residents’ medical needs
Service Entry and Exit
All service users are referred by the courts, police, the Immigration Department or the Social Welfare Department. Entry and exit of the service are bound by respective ordinances as well as the assessment and recommendations made by the referring unit.
