Briefing Session for NGO Management on Enhancing the Lump Sum Grant Subvention System

As announced in the 2014 Policy Address, the Government will increase annual recurrent funding of about $470 million from 2014-15 onwards for non-governmental organisations (NGOs) under the Lump Sum Grant Subvention System to strengthen their central administrative and supervisory support, to increase the provision for“other charges”, and to provide additional resources to enable NGOs to recruit and retain paramedical staff more effectively or to hire paramedical services to deliver services subvented by the Social Welfare Department.  The Government will also allow NGOs more flexibility in using the Provident Fund reserve.  For this purpose, a briefing session for NGOs was held on 4 April 2014, and the powerpoint presentation (in Chinese) can be downloaded here -
