CONTRACT MANAGEMENT

The aim of the Contract Management Section is to carry out the long-term competitive bidding strategy for the allocation of welfare services so that best value services can be secured. Major duties include:


the development and implementation of policy and procedures for the allocation of welfare services through competitive bidding, and

the monitoring of contract compliance.
   
 

Competitive Bidding

Key features include:

Through time-defined contracts, operators would be selected amongst Non-governmental Organisations (NGOs) and private sector organisations, and re-tender would be conducted while the concerned contract term expired

Tendering process based on the Government's Stores and Procurement Regulations and subject to approval of the Central Tender Board

Management of Contract

The monitoring of service performance include:

Regular audits of service statistics and information;
Regular service reviews;
Assessments and visits;
Complaints investigation; and
Reviewing user satisfaction surveys.

2. Nursing Home Place Purchase Scheme (NHPPS)


The Contract Management Section is responsible for monitoring the service performance of subsidised places in RCHEs participated in NHPPS, apart from the above contract services.

3. Enhanced Bought Place Scheme (EBPS)

The Contract Management Section is responsible for monitoring the service performance of subsidised places in RCHEs participated in EBPS, apart from above contract services.
