CONTRACT MANAGEMENT

The aim of the Contract Management Section is to carry out the long-term competitive bidding strategy for the allocation of welfare services so that best value services can be secured. Major duties include:

$d

the development and implementation of policy and procedures for the allocation of welfare services through competitive bidding, and

$d the monitoring of contract compliance.
   
 

Competitive Bidding

Through time-defined contracts, operators would be selected amongst Non-governmental Organisations (NGOs) and private sector organisations, and re-tender would be conducted while the concerned contract term expired

Management of Contract

The monitoring of service performance include:

$d Regular audits of service statistics and information;
$d Regular service reviews;
$d Assessments and visits;
$d Complaints investigation; and
$d Reviewing user satisfaction surveys.

1. Enhanced Home and Community Care Services (EHCCS)

The contract term of the first and second batch (a total of 24 services teams) is extended up to 28 February 2019.

The contract term of the third batch (a total of 10 services teams) is extended up to 28 February 2021.

3. Nursing Home Place Purchase Scheme (NHPPS)

The Contract Management Section is responsible for monitoring the service performance of subsidised places in RCHEs participated in NHPPS, apart from the above contract services.
