Care and Attention Homes for the Elderly

Care and Attention Homes for the Elderly provide residential care, meals, personal care and limited nursing care for elders who suffer from poor health or physical/mild mental disabilities with deficiency in activities of daily living but are mentally suitable for communal living, and are assessed and recommended for Care and Attention Home under the Standardised Care Need Assessment Mechanism for Elderly Services. Some care-and-attention places are provided by contract homes and private homes participating in the Enhanced Bought Place Scheme.

To promote a continuum-of-care in subsidised residential care services for the elders, some care-and-attention places have gradually been converted/upgraded as care-and-attention places providing a continuum-of-care such that better care and support is to be provided to meet service users’ changing needs in the same home even when their health conditions deteriorate.

Nature of Service
The following services are provided for residents in Care and Attention Homes for the Elderly:
(a) accommodation within shared rooms;
(b) provision of at least 3 meals a day plus snacks;
(c) provision of social work service (e.g. assessment, counselling, referrals, programme activities, etc.);
(d) nursing services, including administration and supervision of medication;
(e) staff on duty 24 hours per day;
(f) regular visits by a registered medical practitioner;
(g) personal care services, including assistance with activities of daily living;
(h) therapeutic exercise and treatment, on a group or individual basis, to maintain or improve the functioning of residents; and
(i) activities organised on a regular basis to meet the social and recreational needs of residents, to encourage residents to pursue their interests, and to maintain residents' contact with the community and families



Eligibility Criteria
To be eligible for admission to a care and attention home for the elderly, an applicant should be:
(a) aged 65 or above*;
(b)    assessed to be suitable for admission to Care and Attention Homes for the Elderly   through the Standardised Care Need Assessment Mechanism for Elderly Services;
(c) in poor health or suffering from functional disabilities to the extent that assistance in personal care and daily living activities is necessary;
(d) able to move around with a walking aid or in a wheelchair;
(e) without family members to provide the necessary assistance, or causing great stress to the family when providing care; and
(f) mentally suitable for communal living.
 * Persons aged between 60 and 64 may apply if there is a proven need for residential care based on health and/or social grounds, subject to their meeting the admission criteria.

Monthly Fee

(a) Homes converted/upgraded to provide Care-and-Attention Places with a Continuum- of-Care

(b) Care-and-Attention Places

$1,871 - Disability Allowance recipient  (including Disability Allowance recipient who has been admitted to existing place before 1.4.2013 but opt to receive Old Age Living Allowance on or after 1.4.2013)
$1,660 - Non-Disability Allowance recipient
