Other Support Measures

Higher Care Supplements

	They consist of Infirmary Care Supplement (ICS) and Dementia Supplement (DS).
	ICS was introduced in February 1996 to help subvented residential care homes to take care of frail residents who have been medically assessed to be chronically ill or disabled requiring medical infirmary placement. ICS has been extended to private homes participating in the Enhanced Bought Place Scheme since April 2003.
	DS was introduced in 1999 to help subvented residential care homes to provide better care and training to demented residents who have been medically assessed to be suffering from Dementia. DS has been extended to private homes participating in the Enhanced Bought Place Scheme since April 2009.

Infirmary Units in Residential Care Homes for the Elderly

Introduction
Infirmary Units are an integral part of some subvented residential care homes for the elderly with a provision of additional nursing staff. They maintain and support elders who are assessed to be so chronically ill or disabled as to require infirmary service, so that the elders may remain in their existing homes. They may also help to tide over the elders for admission to medical infirmaries if the elders so wish.

Nature of Service
Infirmary Units in residential care homes for the elderly provide constant nursing care, some medical attention/consultation as well as supporting therapeutic services for residents.

Eligibility Criteria
Elders eligible for admission to Infirmary Units are:

(a)

existing residents of subvented residential care homes for the elderly or subsidised places in private homes participating in the Enhanced Bought Place Scheme;

(b)

certified by Community Geriatric Assessment Teams of the Hospital Authority to be in a condition requiring infirmary placement. (Cases assessed by Community Geriatric Assessment Teams to be not in need of infirmary service may also be considered for admission to Infirmary Units if Minimum Data Set-Home Care assessment results indicate a service option of 'Beyond Nursing Home'); and

(c)

currently not registered for Infirmary Care Supplement.
