Registration of Child Care Centres

  

Child Care Services Ordinance (Chapter 243, Laws of Hong Kong)
 
 

Child Care Services Ordinance, previously known as the Child Care Centres Ordinance (Chapter 243, Laws of Hong Kong), was implemented in September 1997, to protect the well-being of children under care. It ensures that child care centres are maintained at a standard which provides adequate care for children’s physical, social, emotional and intellectual development. All child care centres must be registered in compliance with the requirements under the Child Care Services Ordinance (Chapter 243) and the Child Care Services Regulations (Chapter 243A).

Any person who operates, or takes part in the management of a child care centre without a valid certificate of registration or certificate of exemption commits an offence. The maximum penalty on conviction is a fine at level 6 ($100,000 at present) and imprisonment for two years.

 
 
Registration, Inspection and Control under Child Care Services Ordinance and Child Care Services Regulations
 
 

Child care centres (including residential child care centres and special child care centres) are registered and monitored by Child Care Centres Advisory Inspectorate of the Department.

Child care centres providing kindergarten education to children aged 3-6 in the same premises are registered and monitored by the Joint Office for Kindergartens and Child Care Centres of the Education Bureau. Child Care Supervisors / Child Care Workers Training Course
 
  Child care centre is operated by trained child care staff. Lists of training courses for child care supervisors / child care workers recognized by the Social Welfare Department and the Education Bureau can make reference to the EDB website.

Those who are interested in including in the registration of child care worker / child care supervisor can submit application to the Joint Office for Kindergartens and Child Care Centres of the Education Bureau or can make reference to the EDB website
