Residential Special Child Care Centre
Service Description
It provides residential care to children with disabilities with a special need in order to protect and promote their health and well-being, and nurture their growth and development with regard to their physical, social, emotional and intellectual needs.
It also forms part of the pre-school service for children with disabilities as a continuum of training in day special child care centres.
Eligibility for the Service
Children whose disability is so severe or complex that warrants intensive and continuous care and therapy and children with disabilities who are homeless, abandoned, with adverse home or family environment and without an alternative placement.
To be eligible for a place, an applicant should be:

aged two to under six and have not yet started primary school; |

unable to benefit from the Integrated Programme in the mainstream kindergartens-cum-child care centres; |

not in need of constant medical/ hospital care; and |
| icon |
with a special need, or |
| icon |
assessed as experiencing one or more of the following: |

moderate or severe mental handicap; |
| |
icon |
moderate or severe physical handicap; |
| |
icon |
deafness or severe to profound hearing impairment; |
| |
icon |
blindness or severe visual impairment; |
| |
icon |
severe behavioural / emotional problems, hyperactive disposition or autistic disorder. |
Application Procedures
Referrals can be made by social workers or staff of rehabilitation service units to the Central Referral System for Rehabilitation Services of the Social Welfare Department. The application is free of charge. The applicant should report to the Independent Commission Against Corruption (ICAC) immediately in case anyone offers to assist in application for residential placement in return for remuneration. Attempted bribery by any person is also an offence in law, SWD will refer the case to ICAC for investigation.
Fees and Charges
The service fee for Residential Special Child Care Centre has been waived with effect from September 2017.
