Partnership Fund for the Disadvantaged

Introduction

The Chief Executive of the Hong Kong Special Administrative Region, in the 2005 Policy Address, announced the setting up of Partnership Fund for the Disadvantaged (the PFD) to promote tripartite partnership among the welfare sector, the business community and the Government to help the disadvantaged.  Since 2005, the Government has injected a total of $1.2 billion.  Apart from a commitment of $800 million for the “Regular Portion (RP)” of the PFD to help the disadvantaged, a total of $400 million has been earmarked as “Dedicated Portion (DP)” under the PFD.  Since its launching in 2015, the DP has encouraged the business sector to work with non-governmental welfare organisations (welfare NGOs) and schools to implement more after-school learning and support programmes for primary and secondary students from grassroots families to facilitate their whole-person development.

Under the PFD, the Government provides matching grants having regard to the donations made by business organisations to support applicant organisations in running social welfare projects.

Objective

The Fund aims to incentivise non-governmental welfare organisations (welfare NGOs) to expand their network in seeking and securing corporate participation, and to encourage the business sector to take up more corporate social responsibility for creating a cohesive, inclusive and caring society.

Eligibility

Bona-fide charitable welfare NGOs having tax-exempted status under Section 88 of the Inland Revenue Ordinance (Cap. 112) may apply for the matching grants from the PFD.

Priority consideration will be given to applications which are :

in pursuit of 4"E"s, namely Enhancement of quality of life, Employment / Skill development, Empowerment and Exclusion prevention;

with output and outcome evaluation;

with promising sustainability and strategic partnerships with the business corporations;

with elements of early intervention and preventive measures targeting a social problem; and

demonstrative of the initiatives of the applicant welfare NGO in rendering appropriate services to meet the changing needs of the target groups and expand their social partnership.

The Partnership Fund for the Disadvantaged (the PFD), since its set up in 2005, has exemplified the proliferation of cross-sectoral partnership in helping the disadvantaged.  Adopting the theme of “In partnership we build a caring community”, the Social Welfare Department (SWD) organised the “Partnership Fund for the Disadvantaged - Project Sharing cum Award Presentation Ceremony” (the ceremony) on 3 November 2016.  The ceremony aimed to commend the joint efforts and contributions of organisations including business partners, non-governmental welfare organisations (welfare NGOs) and schools participating in the PFD, and to encourage further collaboration in fostering a cohesive, inclusive and caring society.

Mrs Carrie Lam Cheng Yuet-ngor, GBM, GBS, JP, the then Chief Secretary for Administration, and Mr Matthew Cheung Kin-chung, GBM, GBS, JP, the then Secretary for Labour and Welfare, when officiating the ceremony, commended all the participating organisations' contributions to the cross-sectoral initiatives.  They remarked that it was encourgaing to see increasing support and participation in the PFD in the past years.

Miss Annie Tam, GBS, JP, the then Permanent Secretary for Labour and Welfare, and  Ms Carol Yip, JP, the Director of Social Welfare, and members of the Advisory Committee of the PFD were also officiating guests of the ceremony. Attendees of the ceremony included representatives from business corporations, welfare NGOs and schools which had participated in the PFD.

The Outstanding Contribution Awards, the Excellence in Collaboration Awards and the Excellence in Participation Awards were presented at the ceremony to organisations for their outstanding contribution and participation.  The list of awardees may be downloaded from this page below.  Welfare NGOs, schools and business partners were invited to share and present their projects with a view to encouraging provision of diversified welfare projects in serving the disadvantaged.
