After School Care Programme (ASCP)

$d Introduction

 

The Government is mindful of families’ need for child care services.  For children aged between six to 12, if parents are unable to take care of them temporarily because of work or other reasons, they may consider using the services of the After School Care Programme (ASCP).  ASCP is operated by non-governmental organisations (NGOs) on a self-financing and fee-charging basis, offering support services for children aged between six and 12.  Services provided include homework guidance, parent guidance and education, skill learning and other social activities.

To strengthen the support to those parents working on longer, irregular hours, at weekends or those intending to join the work force, the Social Welfare Department (SWD) has started from December 2014, allocated additional resources to extend the service hours on weekday evenings, Saturdays, Sundays and school holidays in some ASCP centres and provide additional fee-waiving and fee-reduction quotas.  Besides the provision of services including homework guidance, parent education/counseling and skill learning, other services such as social and developmental programmes, volunteer services, outdoor activities or visits will also be provided.

$d Fee-waiving Subsidy Scheme under ASCP
 

Under the Fee-waiving Subsidy Scheme, SWD provides full fee-waiving or half fee-reduction subsidies for low income families and recipients of Comprehensive Social Security Assistance (CSSA) who seek for open employment / receive training to make use of ASCP.

$d Objective
 
  • To enhance self-reliance through employment among parents who fail to seek open employment or to attend employment retraining / job attachment owing to child care duties;
  • To strengthen supporting services for single-parent families, new arrival families and CSSA families in child caring to promote their self-reliance;
  • To prevent children from being left unattended or falling prey to undesirable gangs after school.
$d Types of Fee-waiving Subsidy
 
  • Families with monthly income at or below 55% of Median Monthly Domestic  Household Income (MMDHI) will receive full fee-waiving;
  • Families with monthly income above 55% but not exceeding 75% of MMDHI will receive half fee-reduction.

$d Eligibility for Fee-waiving Subsidy
 

Parents who would like to apply for full fee-waiving or half fee-reduction must continue working or attend employment retraining / job attachment or seek open employment. They should declare their financial condition (Applicants have to provide income proof, e.g. salary statements, bankbook. Those without income proof have to make statutory declaration about their total family income).

$d Ways of application for Fee-waiving Subsidy
 
  • Applicants can direct approach ASCP centres which provide and approve fee-waiving / subsidies according to their financial situation;
  • Cases can be referred by social workers from SWD or NGOs after assessment.
$d Operating Hours of ASCP Centres
 
  • From Monday to Friday, there are three types of sessions in ASCP, i.e. morning session ( 8 a.m. - 1 p.m. ), afternoon session ( 1 p.m. - 6 p.m. ) and late afternoon session ( 3 or 4 p.m. - 7 or 8 p.m. ).
  • Under Enhanced ASCP, the service hours from Monday to Friday are normally from 3:00 p.m. to 9:00 p.m.  For Saturday and Sunday, 8 hours of service on each day is provided. For school holiday, 10 hours of service on each day is provided. The actual operating hours may vary in different centres.
