The Social Welfare Department (SWD) has earlier issued Invitation for Proposals to implement the “Pilot Scheme on Multi-disciplinary Outreaching Support Teams for the Elderly” (MOSTE).  Based on Vetting Committee's assessment, SWD accepted the recommended Non-governmental Organisations (NGOs) to operate the MOSTE in the six Regional Clusters with details listed below -

Feb 2019Invitation to Tender for Processing of Applications and Provision of Services for Elderly Persons Applying for/Receiving Old Age Allowance under the Guangdong Scheme [Tender Reference SWD/OAA-GDS]

The Social Welfare Department is inviting tender for processing of applications and provision of services for elderly persons applying for/receiving Old Age Allowance under the Guangdong Scheme for a period of 18 months from October 2019 to March 2021.

Tender Documents are obtainable during office hours from the Social Security Branch, Social Welfare Department at Room 704, 7/F., Wu Chung House, 213 Queen's Road East, Wan Chai, Hong Kong. The closing time and date of tender invitation is 12:00 pm on 21 March 2019.

Feb 2019Announcement of the Result of Invitation for Proposals to operate Subvented Day Care Centres for the Elderly (DE)

The Social Welfare Department (SWD) has earlier invited eligible non-governmental organisations (NGOs) to submit proposals to operate two new Day Care Centres for the Elderly at (i) 10 Kwong Yip Street, Yuen Long and (ii) 8 Wu On Street, Tuen Mun. Two Vetting Committee (VCs) were set up to conduct assessment of all the proposals. Upon the recommendations of the VCs, SWD has selected the following NGOs to operate

these two DEs:

(i) The Neighbourhood Advice-Action Council to operate the DE at 10 Kwong Yip Street, Yuen Long
(ii) Yan Chai Hospital to operate the DE at 8 Wu On Street, Tuen Mun

Feb 2019Invitation of eligible elderly persons to apply for the fifth batch of vouchers under the Pilot Scheme on Residential Care Service Voucher for the Elderly

The Social Welfare Department (SWD) launched the Pilot Scheme on Residential Care Service Voucher (RCSV) for the Elderly in March 2017. A total of 3 000 RCSVs will be issued to eligible elderly persons in five batches within a period of three years from 2017 to 2019. SWD has sent invitation letters to eligible elderly persons on 31 January 2019 with their application dates for long-term care services on or before 31 August 2018, inviting them to consider applying for the fifth batch of RCSVs by 28 February 2019. Feb 2019Invitation of Eligible Residential Care Homes for the Elderly to Apply for Joining the Pilot Scheme on Residential Care Service Voucher for the Elderly under the Third Phase

The Social Welfare Department (SWD) has earlier invited applications from operators of eligible residential care homes for the elderly (RCHEs) to apply for participating in the Pilot Scheme on Residential Care Service Voucher for the Elderly (the Pilot Scheme) under the Third Phase as Recognised Service Providers (RSPs).  Eligible RCHEs are those providing non-subsidised residential care places for the elderly and meeting the minimum requirements of EA1 homes under the Enhanced Bought Place Scheme on space standard and staffing requirements, etc.  The Third Phase of the Pilot Scheme has commenced service in September 2018.

SWD now continues to invite applications from operators of eligible RCHEs to apply for participating in the Pilot Scheme under the Third Phase as RSPs.  According to the responses of different stakeholders of the Pilot Scheme, the eligibility criteria of RSPs and the requirement on voucher users’ top-up payment has been adjusted.  SWD will hold a briefing session on 20 February 2019 (Wednesday).

Feb 2019Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programme for the Welfare Sector 2019-20

To alleviate the shortage of nurses in the welfare sector, the Social Welfare Department has subsidised and commissioned The Open University of Hong Kong to organise two-year full-time Enrolled Nurse (General) / Enrolled Nurse (Psychiatric) Training Programmes for the Welfare Sector.  The Enrolled Nurse (General) Training Programme is to be provided by The Open University of Hong Kong in respect of the Higher Diploma in Nursing Studies (General Health Care) (Programme code: HDNSGF1).  The Enrolled Nurse (Psychiatric) Training Programme is to be provided by The Open University of Hong Kong in respect of the Higher Diploma in Nursing Studies (Mental Health Care) (Programme code: HDNSMF1).  The programmes will commence on 2 September 2019.

Feb 2019Revision of Payment Rates under the Comprehensive Social Security Assistance (CSSA) and the Social Security Allowance (SSA) Schemes and adjusting eligible age for elderly CSSA from 60 to 65

The Finance Committee of the Legislative Council has approved, with effect from 1 February 2019, increasing by 2.8% the standard payment rates under the CSSA Scheme, and the rates of the Old Age Allowance [including Guangdong (GD) Scheme and Fujian (FJ) Scheme], the Old Age Living Allowance (OALA) and Disability Allowance under the SSA Scheme according to inflation and the established adjustment mechanism.  Besides, the asset limit and maximum rent allowance under the CSSA Scheme, and the asset limit and monthly income limit for OALA, GD Scheme and FJ Scheme under the SSA Scheme are also adjusted upwards from the same date.

The flat-rate grant for selected items of school related expenses under the CSSA Scheme will be adjusted upwards from the 2019/20 school year.

Besides, the eligible age for elderly CSSA will be raised from 60 to 65 from the same date.  Persons aged between 60 and 64 who have received elderly CSSA before 1 February 2019 will be grandfathered and not be affected.  The CSSA payments of disabled persons or persons in ill health will also not be affected.  They will, regardless of their age, continue to receive CSSA payments which are higher than those applicable to able-bodied adults.

Feb 2019Simplified arrangement of Medical Fee Waiving

To further facilitate the medical fee waiving at public clinics or hospitals (including the Accident & Emergency Department) for Comprehensive Social Security Assistance (CSSA) recipients and Higher Old Age Living Allowance (Higher OALA) recipients aged 75 or above, the simplified arrangement for medical fee waiving has now been implemented.

Feb 2019The Final Report of the Consultancy Study on the Long-term Development of Child Care Services

In December 2016, the Social Welfare Department commissioned the Department of Social Work and Social Administration of The University of Hong Kong (the Consultant Team) to conduct a “Consultancy Study on the Long-term Development of Child Care Services” (the Study).  The Study looks into the overall provision of day child care services in Hong Kong and advises on the long-term development of child care services.

The Consultant Team has furnished the Final Report on the Study and has put forward a series of recommendations to improve the quality and quantity of child care services in Hong Kong.
