Invitation for Proposals to Operate a New Subvented Day Care Centre for the Elderly at G/F, Government Accommodation, 18 Shing Fung Road, Kai Tak

To strengthen community care and support for frail elderly persons, the Social Welfare Department (SWD) will set up a new subvented Day Care Centre for the Elderly in Kowloon City District in the third quarter of 2027.  We now invite eligible bona-fide non-profit making charitable organisation which is granted tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap. 112) as at the date of submission of proposal to submit proposal of the Service below.

Interested organisations for attending the above briefing session, please click [here] to download the reply slip and return it to the SWD by fax on or before 8 July 2026 at 12:00 noon.

Besides, interested organisations applying for the operation of the Service should complete the Prescribed Form for Proposal (PFP) according to the requirements and the prescribed format as stipulated in the "Service Specifications" and related Annexes; and submit in a sealed envelope marked CONFIDENTIAL – “Proposal for a new subvented Day Care Centre for the Elderly (60 places) at G/F, Government Accommodation, 18 Shing Fung Road, Kai Tak” to the following address by hand on or before 31 July 2026 (Friday) at 5:00 p.m.  An acknowledgement receipt will be issued at the time of your submission of proposal:

In case a black rainstorm warning or typhoon signal no. 8 or above is hoisted or extreme conditions are announced by the Government between 2:00 p.m. and 5:00 p.m. on the closing date of invitation, the closing time for submission of proposals will automatically be extended to 5:00 p.m. on the first ensuing working day (excluding Saturday) without further notice.

Proposals which are not able to meet the application requirements, not submitted by hand or submitted after the closing date and time will NOT be considered.
