Invitation for Proposals (IFP)
To strengthen community support for persons with disabilities, the Social Welfare Department (SWD) will set up 14 ICRCs across the territory in April 2027. We now invite eligible bona fide non-profit-making organisation currently operating service(s) of Home Care Services for Persons with Severe Disabilities, Integrated Support Service for Persons with Severe Physical Disabilities, Community Rehabilitation Day Centre and/or regularised ICRC subvented by the SWD as at the date of submission of proposal to submit proposal of the Service below.

Interested organisations for attending the above briefing session shall complete the reply slip and return it to the SWD on or before 14 May 2026 (Thursday) at 5:00 p.m.
Besides, interested organisations applying for the operation of the Service should complete the prescribed a proposal form according to the requirements and the prescribed format as stipulated in the “Service Specifications” and related Annexes; and submit in a sealed envelope marked CONFIDENTIAL – “Proposal for Integrated Community Rehabilitation Centre” to the following address by hand on or before 30 June 2026 (Tuesday) at 5:00 p.m. An Acknowledgement receipt will be issued at the time of your submission of proposal:

In case a Black Rainstorm Warning or Tropical Cyclone Warning Signal No. 8 or above is hoisted between 2:00 p.m. and 5:00 p.m. on the closing date, the closing time for submission of proposals will automatically be extended to 5:00 p.m. on the following working day (except Saturday) without further announcement.
Proposals which are not able to meet the application requirements, not submitted by hand or submitted after the closing date and time will NOT be considered.
