Invitation for Proposals to Operate a New Integrated Family Service Centre in Kwu Chun Estate, Kwu Tung, Sheung Shui, New Territories
Invitation for Proposals (IFP)
The Social Welfare Department now invites bona-fide non-profit making organisations with tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap.112) to submit proposals by using the Prescribed Proposal Form for operating a new Integrated Family Service Centre in Kwu Chun Estate, Kwu Tung, Sheung Shui, New Territories.
The proposal must meet the requirements and the prescribed format as stipulated in the Service Specifications and its Annexes of the Service. Applicant organisations are reminded to study all requirements and the prescribed format of the proposal of the service carefully and submit the completed Prescribed Proposal Form to the following address by hand on or before 6 July 2026 (Monday), 5:00 p.m.:

Each applicant organisation shall submit only ONE proposal. Late submission or submission not sent by hand will not be accepted for assessment. In case a black rainstorm warning or typhoon signal no. 8 or above is hoisted or extreme conditions is announced by the Government between 2:00 p.m. and 5:00 p.m. on the closing date of invitation, the closing time for submission of proposals will automatically be extended to 5:00 p.m. on the first ensuing working day (excluding Saturday) without further announcement.
SWD reserves the right not to assess any information in the proposal or not to proceed with the vetting of the proposal should the proposal does not comply with the format requirements.
