Invitation for Proposals (IFP)
The Social Welfare Department is now inviting Non-governmental Organisations and the bona-fide non-profit making charitable organisations granted tax-exemption status under section 88 of the Inland Revenue Ordinance, Chapter 112, to submit proposals for operating three new Neighbourhood Elderly Centre (NEC) at (i) Podium Level 2, Yip Tak House, Yip Wong Estate, No. 21 Tin Hau Road, Tuen Mun, New Territories (ii) Portion of G/F, Chiu Ming Court, 11 Chiu Shun Road, Tseung Kwan O, New Territories (iii) G/F, On Ying Shopping Centre, 15 On Hei Street, Sai Kung, New Territories.

The proposal(s) must comply with the requirements and prescribed format as stipulated in the Service Specifications and its annexes of the projects. Applicant organisations intending to apply for operation of the above-mentioned NECs are advised to carefully review the relevant requirements and specifications. The completed Prescribed Form for Proposal must be submitted in person to the following address on or before 5:00 p.m. on 30 January 2026 (Friday).

Late submission, or proposal not delivered in person will not be accepted. In case the Black Rainstorm Signal or the Tropical Cyclone Signal No.8 or above is hoisted between 2:00 p.m. and 5:00 p.m. on the closing date, the closing time for submitting proposals will be extended to 5:00 p.m. on the first ensuing working day (excluding Saturdays) without further notice.
