Invitation for Proposals for the Operation of Four New Small Group Homes in Kowloon City
Invitation for Proposals (IFP)
The Social Welfare Department now invites bona-fide non-profit making organisations granted tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap.112) to submit proposals by using the Prescribed Form for Proposal for operating Four New Small Group Homes at 18 Shing Fung Road, Kowloon (Government Accommodation).
The proposal must meet the requirements and the prescribed format as stipulated in the Service Specifications and its Annexes of the project. Applicant organisations are reminded to study all requirements and the prescribed format of the proposal of the project carefully and submit the completed Prescribed Form for Proposal to the following address by hand on or before 8 December 2025 (Monday), 5:00 p.m.:

Each applicant organisation shall submit only ONE proposal. Late submission or submission not sent by hand will not be accepted. In case the Black Rainstorm Warning or Tropical Cyclone Warning Signal no. 8 or above is hoisted or extreme conditions is announced by the Government between 2:00 p.m. and 5:00 p.m. on the closing date of invitation, the closing time for submission of proposals will automatically be extended to 5:00 p.m. on the first ensuing working day (excluding Saturday) without further announcement.
SWD reserves the right not to assess any information in the proposal or not to proceed with the vetting of the proposal should the proposal does not comply with the format requirements.

The Social Welfare Department has issued an Addendum to the Service Specifications on 14 November 2025.
