Submission of Tenders:(For Electronic Tendering) Tenders must be submitted in accordance with the terms and conditions of use of the PCMS and e-Tender Box, and through the e-Tender Box through the use of any one type of digital certificates recognised by and uploaded to the e-Tender Box or through an identification code.

(For Paper-based Tendering) Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Tender Opening Committee, and deposited in the Government Logistics Department Tender Box (“Specified Tender Box”) situated on the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong before the tendering closing time.  Late tenders or tenders not deposited in the Specified Tender Box will not be considered.

In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or Black Rainstorm Warning Signal or “extreme conditions” announced by the Government is/are in force, for any duration between 9:00 a.m. and 12:00 noon on the tender closing date, the tender closing time will be extended to 12:00 noon on the next working day.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon on the tender closing date, the Government will announce extension of the tender closing time until further notice.  Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable.  The above announcements will be made via press releases on the website of the Information Services Department (http://www.info.gov.hk/gia/general/today.htm).
Remarks:
  1. This tender is covered by the Agreement on Government Procurement of the World Trade Organization (WTO GPA) and will not involve electronic auction.  This notice also serves as a summary notice required under WTO GPA.
  2. Open tendering is adopted. All interested contractors/suppliers/service providers are invited to tender.
  3. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the lowest tender (or the highest combined score for a tender adopting a marking scheme or the highest tender for a revenue contract) or any tender, and reserves the right to negotiate with any tenderer the terms of its offer.

Subject:Administering and Delivery of Assistance for Non-refoulement Claimants
Description:To administer and deliver assistance for non-refoulement claimants for a period of three years from the commencement date to be specified in the memorandum of acceptance.
Quantity:To serve the number of Service Users at any one time during the Contract at about 5 100 for Kowloon City and Yau Tsim Mong Region (Contract A); 4 500 for Hong Kong, Kowloon and Islands Region (excluding Kowloon City and Yau Tsim Mong) (Contract B); and 3 200 for New Territories Region (Contract C) (the Government of the Hong Kong Special Administrative Region of the People’s Republic of China is not obliged to provide such number of Service Users under the Contract).

Submission of Tenders:(For Electronic Tendering) Tenders must be submitted in accordance with the terms and conditions of use and participation of the e-TS, and through the e-TS through the use of any one type of digital certificates recognised by and uploaded to the e-TS or through a code.

(For Paper-based Tendering) A tender (in triplicate) must be placed and sealed in two separate envelopes.  The “Technical Proposal” with all documents and information required therein together with one softcopy (in Microsoft Word format in an USB) of Part A – Tenderer’s Information and Part B – Service Plan of “Technical Proposal” to the Terms of Tender thereof; the “Audited Accounts” [i.e. Item (1)] and “Management Accounts” [i.e. Item (2)] of the “Financial Information”; and the duly signed “Offer to be Bound” and a “certified extract of the Tenderer’s board resolution” or other documentary evidence demonstrating the Tenderer’s authorisation and approval must be placed and sealed in one envelope; while the “Price Proposal” and “Projected Statement of Profit or Loss” and “Statement of Cash Flows” [i.e. Item (3)] of the “Financial Information” must be placed and sealed in another envelope.  Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and be deposited in the Government Secretariat Tender Box (“Specified Tender Box”) situated at Lobby of the Public Entrance on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong before the tendering closing time.  Late tenders or tenders not deposited in the Specified Tender Box will not be considered.

  1. A briefing session (conducted in Cantonese) on this tender exercise will be held as follows:

          Time: 3:30 p.m. to 5:00 p.m.
          Mode: Online via Zoom videoconferencing
    Tenderers who wish to attend the briefing session, please complete and send the Reply Slip in the Tender Documents by facsimile at 2833 5840 to the Social Welfare Department at or before 12:00 noon on 12 June 2026.
  2. In case Tropical Cyclone Warning Signal No. 8 or above is hoisted, or Black Rainstorm Warning Signal or “extreme conditions” announced by the Government is/are in force, for any duration at or after 12:00 noon on 15 June 2026, the briefing session will be postponed. The briefing session will be rescheduled and enrolled participants will be informed of the new arrangement in due course.
  3. This tender is not covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction.
  4. Open tendering is adopted. All interested contractors/suppliers/service providers are invited to tender.
