Public Subscription Permit (Flag Days/General Charitable Fund-raising Activities / Solicitation of Signed Authorisation Forms)

Fund-raising activities in Hong Kong are regulated by different government bureaux and departments in accordance with the relevant legislations. SWD is one of the government departments responsible for monitoring fund-raising activities.

According to the stipulations under section 4(17)(i) of the Summary Offences Ordinance (Cap. 228, Laws of Hong Kong), any person who organises, provides equipment for, or participates in any collection of money or sale or exchange for donations of badges, tokens or similar articles in a public place for charitable purposes must have obtained a permit issued by the Director of Social Welfare.

The public subscription permit issued by SWD covers the following three types of charitable fund-raising activities held in public places, including flag days, general charitable fund-raising activities and solicitation of signed authorisation forms.

All Permittees are required to comply with the permit conditions. In the event of non-compliance, SWD may issue written warning, revoke the permit(s) that has/have been issued to the organisation, refuse to process the organisations' application(s), or publicise the name of the non-compliant organisation.
