Remuneration Packages for Staff in the Top Three Tiers

In accordance with the Lump Sum Grant Manual, NGOs shall make available to the pubic their Review Reports on Remuneration Packages for Staff in the Top Three Tiers (RRs) (if applicable Note1) to enhance transparency and public accountability on use of public funds. To facilitate the public's access to these reports, the relevant hyperlinks or their copies are now available as listed in the table below –

Note 1: An NGO is exempted from submitting RR if it receives recurrent subvention of less than $10 million a year from SWD or such amount accounts for no more than 50% of its total operating income pertaining to services/programmes within the welfare purview.

Notional Staffing Establishment of Subvented Services

Under the Lump Sum Grant Subvention System, the notional staffing establishment of a particular Agreement Service Unit is devised by SWD as a reference for calculating subvention#.  NGOs may flexibly deploy staff according to operational needs and their human resource management policies, subject to compliance with Funding and Service Agreements and the relevant statutory requirements (if applicable).  Notional staffing establishment of various service types* can be downloaded here.

# There may be other additional resources on manpower for specific services, e.g. Infirmary Care Supplements and Allowances arising from the Implementation of the Minimum Wage Ordinance, etc.
* Those specific service types on agency-based allocation or a unit costing basis are not included.
