Cross-border Remittance Service for Elderly Recipients of Portable Cash Assistance

To facilitate Hong Kong elderly persons retiring in Mainland, the Social Welfare Department (SWD) has improved disbursement arrangements for portable cash assistance. Hong Kong elderly persons residing in Guangdong and Fujian Provinces and applying for or already receiving portable cash assistance may choose to receive their assistance payments in Hong Kong Dollars (HKD) remitted by the SWD directly into their HKD bank accounts at designated Mainland banks.

Beneficiaries

The cross-border remittance service is applicable to elderly recipients of the following portable cash assistance:

• The Comprehensive Social Security Assistance (CSSA) under the Portable CSSA Scheme; and
• The Old Age Living Allowance and the Old Age Allowance under the Guangdong Scheme and the Fujian Scheme of the Social Security Allowance Scheme

Service

Eligible elderly persons may choose to receive their monthly assistance payments of the above schemes in HKD remitted by the SWD directly into their HKD bank accounts at designated Mainland banks (Note) free of charge.

Note: Designated Mainland bank accounts must be HKD accounts (“Type I accounts”) opened by the elderly recipients at the branches of the Bank of China or the Industrial and Commercial Bank of China in Guangdong Province or Fujian Province.

Procedures

Interested Hong Kong elderly persons may raise a request for the cross-border remittance service by making an appointment or by visiting the Social Security Field Unit (SSFU) or SWD’s Agent handling their case in person, and provide supporting documents for HKD Mainland bank accounts, which clearly show the account holder’s name and bank account number.
