Invitation for Proposals to Operate “Special Child Care Centres”
Invitation for Proposals (IFP)
The Rehabilitation and Medical Social Services Branch now invites the bona fide non-profit making organisation granted a tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap. 112) to submit proposal by using the prescribed Application Form for operating the following new pre-school rehabilitation service units:
- Special Child Care Centre (SCCC) at Lei Muk Shue Estate, Tsuen Wan
- SCCC at Shing Chi Court, Kwun Tong
Site visits and briefing session are scheduled as follows:

Each applicant organisation shall submit only one proposal by using the prescribed Application Form. Each successful applicant organisation will be allocated one service unit only. Applicant organisations applying to operate both of the aforementioned service units shall indicate their order of preference in the prescribed Application Form. The proposal must meet the requirements and the prescribed format as stipulated in the Service Specifications and its Annexes of the SCCCs. Completed Application Form should be submitted on or before 26 November 2026 (Thursday), 5:00 p.m. to the following address by hand:

In case a black rainstorm signal or typhoon signal No. 8 or above is hoisted between 2:00 p.m. and 5:00 p.m. on the closing date, the closing time for submitting proposals will be extended to 5:00 p.m. on the first ensuring working day. Late submission of the full set of copies of the proposal or proposal failed to comply with the application requirements will NOT be accepted.
