Bought Place Scheme (BPS) for Private Residential Care Homes for Persons with Disabilities (RCHDs)

Description

The SWD has bought places from private Residential Care Homes for Persons with Disabilities (RCHDs) to encourage private RCHDs to upgrade their service standards, to increase the supply of subsidised residential care places and to help the market develop more service options for persons with disabilities. 

Target Group

  • BH1 and BH2 places are offered to the applicants on the waiting lists for Long Stay Care Home or Hostel for Moderately Mentally Handicapped Persons through the Central Referral System for Rehabilitation Services」(CRSRehab) of the SWD.
  • BM places are offered to the applicants on the waiting lists for Halfway House or Supported Hostel through CRSRehab of the SWD.

Content of Service

  1. accommodation within shared rooms;
  2. provision of at least 3 meals;
  3. provision of social work service (e.g. assessment, counselling, referrals, programme activities, etc.);
  4. staff on duty 24 hours per day; and
  5. activities organised on a regular basis to meet the social and recreational needs of residents, to encourage residents to pursue their interests, and to maintain residents' contact with the community and families.

BPS Category

  • BH1: Bought Place providing High Level of Care (Category 1);
  • BH2: Bought Place providing High Level of Care (Category 2);
  • BM: Bought Place providing Medium Level of Care.

Monthly Fee

  • BH1 & BH2: $1,656;
  • BM: $1,079.

Application to participate in the BPS (Closing Date of Application: 31 May 2024 (Friday) at 5:00 pm)

To increase the provision of subsidised residential care places for persons with disabilities, the Social Welfare Department is inviting operators of private residential care homes for persons with disabilities and self-financing residential care homes for persons with disabilities operated by non-governmental organizations to submit applications for the Bought Place Scheme.
