Invitation for Proposals for Operating a New Day Activity Centre cum Hostel for Severely Mentally Handicapped Persons at Hiu Ming Street, Kwun Tong, Kowloon

The Social Welfare Department (SWD) now invites bona-fide non-profit making non-governmental organisations with tax-exemption status under section 88 of the Inland Revenue Ordinance (Cap. 112) to submit proposal by using the prescribed Proposal Form for operating a new Day Activity Centre cum Hostel for Severely Mentally Handicapped Persons at Hiu Ming Street, Kwun Tong, Kowloon –

The proposal must meet the requirements and the prescribed format as stipulated in the Service Specifications and its Annexes.  Applicant organisations are reminded to study all requirements and the prescribed format of the proposal of the respective projects carefully and submit the completed Proposal Form to the following address by hand on or before 5:00 pm on 16 January 2026 (Friday):

In case a black rainstorm warning or typhoon signal No. 8 or above is hoisted between 2:00 p.m. and 5:00 p.m. on the closing date, the closing time for submitting proposals will be extended without further announcement to 5:00 p.m. on the first ensuring working day (excluding Saturday).  Late submission of the full set of copies of the proposal or proposal failing to comply with the application requirements will NOT be accepted.
