Residential Care Services

In Hong Kong, the residential care services for the elderly, including subsidised and non-subsidised places, are provided by various types of residential care homes for the elderly operated by non-governmental organisations (NGO) and private operators.

Subsidised residential care services for the elderly aim to provide residential care and facilities for elderly persons aged 65 or above who, for personal, social, health and/or other reasons, cannot adequately be taken care of at home. Persons aged between 60 and 64 may apply if there is a proven need.

Elderly persons are required to undergo Standardised Care Need Assessment at the time of their application for subsidised residential care services for the elderly, with a view to assessing their Long Term Care needs and matching them with appropriate service according to the assessment results.

In addition, short-term residential care services for elderly persons, including Emergency Placement and Residential Respite Service, aim to provide temporary relief for elderly persons or their family members in urgent need of short term residential care service.

Application and Enquiry

Elderly persons or their families may approach casework service units (e.g. Integrated Family Service Centres / Intergrated Services Centres, Medical Social Services Units) or Elderly Centres who will assess the elderly's needs and make referrals to the care and attention homes or nursing homes concerned if considered suitable.

Types of Residential Care Homes

Subsidised residential care places are provided by subvented homes, contract homes, private homes participating in Enhanced Bought Place Scheme, self-financing homes participating in Nursing Home Place Purchase Scheme and RCHEs in Guangdong participating in the Residential Care Services Scheme in Guangdong.

Non-subsidised residential care places are provided by contract homes, self-financing homes, private homes and some subvented residential care homes for the elderly.
