Introduction

The Government has earmarked $1 billion for setting up the Innovation and Technology Fund for Application in Elderly and Rehabilitation Care (I&T Fund) in December 2018 to subsidise eligible elderly and rehabilitation service units to procure, rent and trial use technology products, so as to improve the quality of life of service users as well as reduce the burden and pressure of care staff and carers.

Eligibility

All service units from NGOs and private organisations receiving subsidies from Social Welfare Department (SWD) and providing residential care services for elderly and persons with disabilities, community care and support services for the elderly or day rehabilitation and community support services for persons with disabilities (PWDs). The application for procurement and rental of technology products has been extended to all non-subsidised private and self-financing residential care homes for the elderly and persons with disabilities from the Eighth Tranche launched in September 2022 onwards. Guidelines and Reference

Points to Note for Application Submission:

• Submit at least one quotation and product catalog in both hard and soft copies
• Submit two original hard copies of completed and signed Application Form with all required documents
• Indicate price and quantity of each product component and service item in the quotation
• Take note of the coverage of free maintenance and consider the need for purchasing maintenance
• Do not count free maintenance period in the requested maintenance year
• Provide details in quotation when applying for staff training expenses
• Submit supporting documents to demonstrate the product’s compliance with the reference specifications in the Reference/ Recommended List
• Submit supporting documents to demonstrate the product’s compliance with the requirements of Hong Kong Electricity Ordinance
• For mattresses and/or upholstered furniture: Submit certificate to demonstrate the product’s compliance with inflammability standards
• Applications with all required documents should be submitted to Secretariat to Innovation and Technology Fund for Application in Elderly and Rehabilitation Care, Rehabilitation and Medical Social Services Branch, Social Welfare Department

Claim Form Submission

Points to Note for Claim Form Submission:

• Claim for each grant code must be covered by a separate Claim Certificate.
• The correct Grant Code provided by the Social Welfare Department must be quoted to identify the particular grant against which the current claim is being made.
• Claim Certificate should be submitted with：
  1. Two original hard copies of completed Claim Certificate;
  2. One original and one duplicate copy of invoices;
  3. One original and one duplicate copy of receipts;
  4. One original copy of Quotation Record Sheet; and
  5. One duplicate copy of quotations with details including price, specifications, certification and required operating professional.
• Please submit the completed Claim Certificate with all required documents according to service type to：
  1. Elderly services units providing subsidised services : Rooms 3105-09, 31/F, Two Chinachem Exchange Square, 338 King's Road, North Point, Hong Kong
  2. Rehabilitation services units providing subsidised services: Room 502, 5/F, West Coast International Building, 290-296 Un Chau Street, Sham Shui Po, Kowloon
  3. Private/ Self-financing residential care homes for the elderly providing non-subsidised services: 6/F, THE HUB, 23 Yip Kan Street, Wong Chuk Hang, Hong Kong
  4. Private/ Self-financing residential care homes for PWDs providing non-subsidised services: 5/F, THE HUB, 23 Yip Kan Street, Wong Chuk Hang, Hong Kong
• The Secretariat will retain original invoices and receipts for record keeping unless requested by the claimant and provided with a self-address envelope with sufficient postage.

Assessment Panel

The Assessment Panel (AP) of the I&T Fund will examine and advise on the applications for the I&T Fund and recommends the amount of grants.
